Tips for Government Offices
Go Early
Arrive by 7:30am to get an early queue number. Most offices get busy after 10am. UTC is less crowded on weekday evenings and Sunday mornings.
Bring Copies
Always bring 2 photocopies of every document. There are usually photocopy shops nearby, but bringing your own saves time and money.
Bring Cash
Some counters only accept cash or bank draft. While card payment is expanding, don't rely on it. Bring exact change when possible.
Use UTC First
UTC at 1Borneo is open 7 days a week until 10pm. For most routine tasks (IC renewal, passport, tax), try UTC before the main office.
Frequently Asked Questions
Q What is UTC and why should I go there first?
UTC (Urban Transformation Centre) is a one-stop government service centre at 1Borneo Hypermall, KK. It houses multiple agencies under one roof including JPN, Immigration, EPF, LHDN, SOCSO, and more.
Why go to UTC first:
- Open 7 days a week including weekends and public holidays
- Extended hours: 8am–10pm
- Less crowded than individual offices (especially on weekends)
- Air-conditioned with parking and food options at the mall
However, not all services are available at UTC — complex cases may still require the main office.
Q Do I need an appointment for government offices?
It depends on the agency:
- JPN (IC/MyKad) — Walk-in at UTC. Appointment recommended at main office via jpn.gov.my
- Immigration (passport) — Appointment required for new applications via STO system. Renewals can be walk-in at UTC.
- JPJ (driving licence) — Walk-in for most services
- LHDN (tax) — Walk-in, but appointment via HASiL speeds things up
- EPF/KWSP — Walk-in with queue number, or appointment via kwsp.gov.my
Q How long does a passport renewal take in Sabah?
Standard processing: 5 working days at Sabah Immigration. For urgent cases, express processing (1–2 working days) is available with an additional fee.
At UTC, passport renewal is faster — often same-day collection for straightforward renewals submitted before 11am.
Fees: RM200 for 5-year passport, RM100 for minors (under 12). Online payment via STO accepted.
Q Can I renew my driving licence online?
Yes! You can renew your driving licence online through:
- MyEG (myeg.com.my) — Online renewal with delivery
- JPJ MySIKAP (jpj.gov.my) — Official JPJ portal
- Post offices — Counter renewal available
Online renewal requires a valid licence (not expired more than 3 years) and no outstanding summons. Fee: RM30/year for Class D (car) licence.
Q What documents do I need for a MyKad replacement?
For a lost or damaged MyKad replacement:
- Police report (for lost MyKad)
- Old MyKad or copy (for damaged)
- Birth certificate (original or certified copy)
- 1 passport-size photo (blue background)
- Fee: RM100 (lost), RM10 (damaged)
Processing: 5–7 working days. Temporary IC document issued same day.
Q Is there a government office in my district or do I have to go to KK?
Most districts have basic government service counters for common tasks. However, for complex matters, you may need to visit the main KK offices. Available in most district offices:
- JPN counter — Basic IC services, birth registration
- JPJ counter — Licence renewal, road tax
- Post office — Bill payments, licence renewals, some government transactions
UTC at 1Borneo (KK) is the most comprehensive option — all agencies in one location.
